Renting in Brighton with a cat or dog: rules and move-out

Bayside City Council has a cat curfew. Its cat ownership page says cats must be confined to their owner’s property between 6pm and 6am outside daylight saving, and between 9pm and 6am during daylight saving. Moving house? Council’s online form updates the address on a pet’s registration, or cancels it if you have moved out of the municipality (proof is needed).

To keep a pet in a Victorian rental, Consumer Affairs Victoria says you give the rental provider a pet request form for each pet. They have 14 days to decide, and they can’t ask for an extra ‘pet bond’. If a pet damages the property, the rental provider can ask you to fix it or pay for it.

On cleaning day, note any pets in the booking form’s instructions field, and add carpet steam cleaning to the same booking if your lease or condition report calls for it.

Bathroom mould before a Brighton exit inspection

Who deals with mould depends on its cause. Consumer Affairs Victoria’s guide to pests and mould says a renter may be responsible if, for example, they didn’t use the bathroom ventilation fan, while the rental provider may be responsible if a problem with the property caused it. Spot mould or damp? It says to tell the rental provider immediately. The same page gives fleas as an example of a problem that can fall to the renter if they didn’t treat their pet.

Bayside City Council

Bayside City Council runs household bins, booked hard waste collections and the Bayside Waste and Recycling Centre.

Households have a red-lid general waste bin (fortnightly), a blue recycling bin (fortnightly) and a green-lid food and garden waste bin (weekly).

Many multi-unit buildings use a private waste collection instead of council bins (council bins carry the Bayside logo): check with your body corporate or building manager.

Hard waste collection

  • Who and how much: households at residential properties that use council bins get 2 free collections per calendar year, booked at least 6 weeks apart. Not available to properties with private waste collection.
  • Limits: up to 4 cubic metres (2 m × 2 m × 1 m); no item longer than 2 m; items two people can lift; 2 mattresses, or 1 mattress and a base.
  • Not collected: recycling-bin items, commercial waste, building and renovation waste, bricks and soil, hazardous waste (asbestos, paint, gas bottles, chemicals), tyres, car parts and batteries, broken glass, and timber or fencing. Full list.
  • How it works: put your items on the nature strip first, then book; they are collected within 4 working days of the booking.
  • More than two a year: arrange it directly with the council’s contractor, Total Waste Solutions (9555 1970), for a quote.

Tips, transfer stations and drop-off

  • Bayside Waste and Recycling Centre (transfer station, run by Future Recycling for Bayside City Council), 144 Talinga Road, Cheltenham. Hours: Monday to Saturday 8 am to 4 pm; closed Sundays and public holidays. Some items are free for Bayside residents (batteries, some e-waste, scrap metal, paint up to 100 litres); fees apply to others such as mattresses, whitegoods, timber, garden waste and building materials. Bayside collects within 4 working days of booking, with items already on the nature strip, so time your booking to have everything gone before your end of lease clean and key handover.
