Moving out of a Southbank apartment: owners corporation rules and the clean
Almost every Southbank home is an apartment. Consumer Affairs Victoria lists what an owners corporation can make rules about, including moving furniture and other objects through common property where it affects other users, access to common property and its equipment, disposal of domestic waste, and parking. Rules can also cover how occupiers and guests behave on common property.
Questions to ask your building manager before the clean
- Do visiting cleaners need to sign in, and where can they park and unload equipment?
- Which lift should trades use, and does it need to be booked?
- Where do move-out rubbish and flattened boxes go: the bin room, a chute or a collection point?
- How are fobs, remotes and keys handed back at the end of the lease?
Pass the answers on: add building codes and where to park in the booking form’s instructions field. We coordinate access and key handover with you, such as collecting keys from your agent or meeting you at the apartment, as arranged when you book. Power and water must be connected on the day.
Soft water, condensation and mould in Southbank apartments
South East Water lists Southbank in its South Melbourne water sampling locality in its 2024–25 drinking water quality report. Its appliance guide puts typical hardness across its area at 12–45 mg/L, which counts as soft, and notes that Melbourne’s low hardness helps cleaning agents work better. Boiling water can still leave mineral deposits inside kettles and steam irons over time, so descale them as the manual says.
The Better Health Channel says mould grows best in damp, poorly ventilated areas, and names condensation from cooking, showering and drying clothes as a common cause. Its advice: run the bathroom and kitchen exhaust fans, wipe water off windows and shower glass, and open a door or window to air the rooms.
When you move out, the end of lease checklist includes bathroom mould removal (not ceiling mould), the exhaust fan exterior and the inside window tracks, and balcony cleaning can be added when you book.

Moving day in Southbank: parking, skips and unwanted furniture
Southbank is split between the City of Melbourne and the City of Port Phillip. Check which council collects your bins, then follow that council’s rules below.
- City of Melbourne: The City of Melbourne’s reserved parking permits cover removalists when off-street parking isn’t suitable. Apply at least five clear business days ahead; residents get 50% off for a removalist outside their own home.
- City of Melbourne: A skip on a public road needs a skip permit, which the skip company applies for. Reserved parking permits don’t cover skips.
- City of Melbourne: The City asks residents to donate, give away or sell hard-waste items in good condition before booking a collection.
- City of Port Phillip: Port Phillip issues a free temporary resident relocation permit for up to 3 days. Moving trucks are listed under the moving company’s name, apply at least 5 days ahead, and the permit is only valid outside a fully residential property, not in clearways or loading zones.
- City of Port Phillip: Skip bins on a road or Council land need a Skip Bin Permit, obtained by a registered skip company.
In Victoria, it’s illegal to put e-waste in household rubbish, so take old electronics to an e-waste drop-off.
