Cats, spring pollen and shower mould: looking after a Cheltenham rental

Two councils, two cat rules

Which cat rule applies in Cheltenham depends on the council that collects your bins. The City of Kingston asks owners to keep cats securely confined to their property between sunset and sunrise. Bayside City Council’s cat curfew runs from 6pm to 6am, or from 9pm to 6am during daylight saving.

Want a pet in a Victorian rental? Consumer Affairs Victoria says you fill in a separate pet request form for each animal, and the rental provider has 14 days to decide. Moving out with a cat or dog? Add carpet steam cleaning to your end of lease booking and mention the pets in the booking form’s instructions field.

Moving between October and December

The Better Health Channel says Victoria’s grass pollen season usually runs from 1 October to 31 December, and suggests the Melbourne Pollen Count and Forecast to stay informed.

Mould in the bathroom: whose job is it?

Consumer Affairs Victoria says the law doesn’t always decide who pays. A renter may be responsible for mould that formed because the bathroom fan wasn’t used, while a rental provider may be responsible when a fault such as a leaking window frame let water in. If you see mould or damp, tell the rental provider straight away. Our end of lease checklist includes bathroom mould removal, though not ceiling mould.

Emptying the drinks cupboard before you go? EPA Victoria’s container deposit scheme pays a refund for drink cans, bottles and cartons returned for recycling. Hard waste bookings, bin days and the Bayside Waste and Recycling Centre are under bins, bulky waste and tips on this page.

We also clean in Moorabbin, Beaumaris, Mordialloc and Dingley Village. Every area is listed on our Melbourne cleaning services page.

Bins, bulky waste and tips in Cheltenham

Useful if you are moving in or out. Collection days, hard waste rules and tip fees are set by the council or government service responsible for your address, so use their official links below.

Cheltenham is split between City of Kingston and Bayside City Council. To find out which council collects from your street, use each council’s bin collection lookup below or the Victorian Government’s Know Your Council search, then follow that council’s details.

City of Kingston

The City of Kingston runs household bins and on-call hard waste collections. It does not run its own tip; it lists nearby transfer stations.

  • Council (general enquiries, bins and hard waste) 1300 653 356

Check your bin collection day Check your bin day by address, in the council’s waste app or on its collection map.

Households have a red-lid landfill bin (weekly), a yellow-lid recycling bin (fortnightly) and a green-lid food and garden waste bin (fortnightly).

Residents of large multi-unit buildings with private waste collection can’t use the council’s hard waste service: contact your property manager or owners corporation.

Hard waste (on-call collection)

  • Who and how much: residential properties using council bins get two free collections per financial year, separately (up to 2 m × 1 m × 1 m) or together as a double (up to 4 m × 1 m × 1 m). Extra bookings cost $95 each.
  • Limits: each item under 40 kg and no longer than 1.5 m (mattresses any size, 2 per booking).
  • Not collected: asbestos, batteries, broken glass, building and renovation materials, tyres, chemicals and liquids, commercial waste, doors, fencing, household rubbish, garden waste, gas cylinders, paint and oil, polystyrene, soil and solar panels. Full list.
  • Booking notice: book before 3 pm on the business day before your bin day, and the items are picked up on that bin day (metal and mattresses may be the day after).
  • Book: online form (help on 1300 653 356).

Tips, transfer stations and drop-off

Kingston lists these transfer stations run by neighbouring councils or private operators:

  • Bayside Waste and Recycling Centre (transfer station, run by Future Recycling for Bayside City Council), 144 Talinga Road, Cheltenham. Hours: Monday to Saturday 8 am to 4 pm; closed Sundays and public holidays. Some items are free for Bayside residents (batteries, some e-waste, scrap metal, paint up to 100 litres); fees apply to others such as mattresses, whitegoods, timber, garden waste and building materials. No asbestos, chemicals or food waste. Centre details
  • Frankston Regional Recycling and Recovery Centre (hard waste, green waste and recycling; not a landfill), 20 Harold Road, Skye. Hours: 8 am to 4 pm, seven days; closed Christmas Day and Good Friday. Fees apply (for example a car boot is $44.50 for Frankston City residents, $49 for others); no food, liquid or hazardous waste. Resident rates need a driver’s licence showing a Frankston City address. The Treasure Chest reuse shop is on site. Accepted items and prices
  • Cleanaway Clayton Transfer Station, corner of Fraser Road and Osborne Avenue, Clayton South: run by another council or a private operator; check its opening hours, fees and accepted items with the operator before you go.

Planning a move-out

Hard waste booked before 3 pm on the business day before your bin day is collected on that bin day, so pick a bin day before your end of lease clean and key handover. If that doesn’t suit, take items to a transfer station (fees apply) or arrange a rubbish removal service.

Bayside City Council

Bayside City Council runs household bins, booked hard waste collections and the Bayside Waste and Recycling Centre.

  • Council (general enquiries and bins, including after hours) (03) 9599 4444

Check your bin collection day Look up your bin collection day by address.

Households have a red-lid general waste bin (fortnightly), a blue recycling bin (fortnightly) and a green-lid food and garden waste bin (weekly).

Many multi-unit buildings use a private waste collection instead of council bins (council bins carry the Bayside logo): check with your body corporate or building manager.

Hard waste collection

  • Who and how much: households at residential properties that use council bins get 2 free collections per calendar year, booked at least 6 weeks apart. Not available to properties with private waste collection.
  • Limits: up to 4 cubic metres (2 m × 2 m × 1 m); no item longer than 2 m; items two people can lift; 2 mattresses, or 1 mattress and a base.
  • Not collected: recycling-bin items, commercial waste, building and renovation waste, bricks and soil, hazardous waste (asbestos, paint, gas bottles, chemicals), tyres, car parts and batteries, broken glass, and timber or fencing. Full list.
  • How it works: put your items on the nature strip first, then book; they are collected within 4 working days of the booking.
  • More than two a year: arrange it directly with the council’s contractor, Total Waste Solutions (9555 1970), for a quote.
  • Book: Customer Portal.

Tips, transfer stations and drop-off

  • Bayside Waste and Recycling Centre (transfer station, run by Future Recycling for Bayside City Council), 144 Talinga Road, Cheltenham. Hours: Monday to Saturday 8 am to 4 pm; closed Sundays and public holidays. Some items are free for Bayside residents (batteries, some e-waste, scrap metal, paint up to 100 litres); fees apply to others such as mattresses, whitegoods, timber, garden waste and building materials. No asbestos, chemicals or food waste. Centre details

Planning a move-out

Bayside collects within 4 working days of booking, with items already on the nature strip, so time your booking to have everything gone before your end of lease clean and key handover. If that doesn’t suit, take items to the Bayside Waste and Recycling Centre (fees apply to many items) or arrange a rubbish removal service.

Moving day in Cheltenham: parking, skips and unwanted furniture

Cheltenham is split between the City of Kingston and Bayside City Council. Check which council collects your bins, then follow that council’s rules below.

  • City of Kingston: Kingston doesn’t publish a moving-day parking permit; its works zones are for construction sites.
  • City of Kingston: A skip on a road or Council land needs a permit from the skip company (allow up to three business days). A storage or shipping container on a Council road needs a permit with at least 10 days’ notice.
  • City of Kingston: Council’s furniture guide points to op shops and online resale; there’s no Council tip shop.
  • Bayside City Council: Bayside doesn’t publish a moving-day parking permit.
  • Bayside City Council: Skips need a 7-day permit requested by a Council-registered skip company (keep 1.2 m of footpath clear). Shipping containers and storage pods can’t go on Council land; the container permit covers private property only.
  • Bayside City Council: Council publishes a list of op shops in and around Bayside, by suburb, for donating furniture and homewares.

In Victoria, it’s illegal to put e-waste in household rubbish, so take old electronics to an e-waste drop-off.
