Leaving a Kew house or townhouse: what ‘reasonably clean’ means
The Residential Tenancies Act doesn’t go into great detail about what ‘reasonably clean’ means in practice. Consumer Affairs Victoria’s Director’s Guideline 2 on cleanliness fills that gap, and VCAT must have regard to it when deciding certain cleanliness applications.
The guideline says cleanliness should be measured according to average standards in the community: not spotless or pristine, nor terribly messy, depending on the nature, age and circumstances of the property. Its examples go beyond the rooms:
- garden beds and lawns weeded and neat, with lawns mowed unless this is the specific responsibility of the rental provider
- windows, including the outside of any external ground floor windows, free from marks, smears, dust and dirt
- a shed or garage (where provided) neat, tidy and emptied at the end of the rental agreement
- rubbish removed and disposed of correctly, and the premises clear of personal belongings.
It also notes that VCAT has previously found cobwebs, dusty walls and dirty kitchen appliances to indicate a state that is not ‘reasonably clean’, and that overgrown garden beds and personal belongings left behind are consistent with premises not left reasonably clean.

Before your final inspection
In Victoria, renters must leave the property reasonably clean, with fair wear and tear excepted, and the condition report from the start of the agreement is the reference. Since 29 March 2021 a rental provider can only require professional cleaning at the end of the tenancy if the property was professionally cleaned immediately before you moved in and you were told, or if it is needed to return the property to its condition at the start, allowing for fair wear and tear.
