Clearing out a Mulgrave house before the clean: what Monash bins won't take
The last bags of rubbish usually go in the red-lid landfill bin, but the City of Monash sets limits on it. Everything must be bagged or wrapped first, and its landfill bin page lists items that can’t go in at all:
- batteries and mobile phones, and electronic items (anything with a plug, battery or power cord);
- chemicals, solvents and syringes;
- hot ashes and pressurised liquids (cans), gas bottles and vehicle oil;
- timber, rocks, bricks and building materials.

After you leave a Mulgrave rental: how the bond claim works
Consumer Affairs Victoria explains that the Residential Tenancies Bond Authority (RTBA) only repays the bond when everyone listed on the bond agrees on how it should be repaid, or when VCAT has ordered it. The timeframes to know:
- Rental providers must start a claim with the RTBA within 14 days of the rental agreement ending, unless a renter starts a claim first.
- When the rental provider submits the claim, every renter on the bond gets an email with a link to review and accept it. Renters must accept within 14 days, or the claim is no longer available to complete.
- Any renter named on the bond can start the claim after the agreement ends, once they have verified their identity with Service Victoria. The RTBA then gives the other parties 14 days to contest it at VCAT or Rental Dispute Resolution Victoria. If no one contests, the bond is repaid as the claim directs at the end of those 14 days, or sooner if everyone agrees.
- Once everyone has accepted a claim, the RTBA usually repays the bond within one business day.
CAV lists “has not left the property reasonably clean” as one reason a rental provider might claim bond. Rental providers can’t claim bond for fair wear and tear: CAV’s examples are faded curtains or worn kitchen bench tops. This is general information, not legal advice.
What’s included in an end of lease clean

In Victoria, renters must leave the property reasonably clean, with fair wear and tear excepted, and the condition report from the start of the agreement is the reference. Since 29 March 2021 a rental provider can only require professional cleaning at the end of the tenancy if the property was professionally cleaned immediately before you moved in and you were told, or if it is needed to return the property to its condition at the start, allowing for fair wear and tear.
